The tax code consists of two parts:

The first part of the Code came into force on 1 January 1999. Establishes the General principles of taxation and dues in the Russian Federation, including: - types of taxes and fees in the Russian Federation; - the basis of emergence, modification and termination and the procedure for fulfillment of obligations on payment of taxes and fees; - the rights and obligations of taxpayers, tax authorities and tax agents; - forms and methods of tax control; - responsibility for tax offenses.

The second part of the Code came into force on 1 January 2000. The second part sets out the principles for calculating and paying each of the taxes and fees established by the Code. Each tax has a separate section.
