Revaz Uturgauri was born in 1954 in Tbilisi, graduated from the Institute of Asian and African Countries at Lomonosov Moscow State University, an Oriental historian. He served in the Soviet Army, worked in the Ministry of Foreign Affairs
of the USSR.
In 1983-1988 he was on a business trip to Iran. During this period, he headed the USSR Consulate General in Isfahan for 2.5 years. He has state and departmental awards.
