Count Sergei Yulyevich Witte — Russian statesman, Minister of communications, Minister of Finance, Chairman of the Committee of Ministers, the Chairman of the Council of Ministers.

Thanks to his reforms at the turn of XIX and XX centuries Russia took the first place in the world in terms of industrial growth. Foreign investment has reached gargantuan proportions - three billion gold rubles. After the death of Witte, his office was immediately sealed, and Russian diplomats are instructed to search his Villa in Biarritz to find the memoirs.
