He rapidly ascended the political Olympus. His name is associated with a major transformation in Russia: industrial modernization, monetary reform of 1895-1897, and the Portsmouth peace and the Manifesto of 17 October 1905 Witte made many useful for the development of the domestic economy, reforming the political system in the sphere of foreign policy.
