In 1896 Anatoly A. Silantyev - scientist Forester, an avid hunter, assistant Professor of Zoology at the St. Petersburg Forest Institute, gets the job from the Department of agriculture to make a survey of commercial hunting in Russia. The information was necessary for the educated on the highest command of the Commission in connection with the revision of the hunting law dated 3 February 1892, In the same year, the Department had sent out a programme of issues for the updating of commercial hunting in the country. Governors, heads of regions and officials of the corps of forest Rangers were asked to answer questions about which animals serve as the subject of Providence, whether the Providence the sole source of income, in what season and in what ways they hunt, how and where do the products of the fisheries, and also, what are the local administrative regulations and commercial animals which require special protection.
In its publication, the author outlined the status of hunting at the time. He rejected the development of hunting in Russia on the model of Western Europe.
